Topher Spiro serves as a senior fellow at American Progress, where he oversees the Health Policy department.

With more than 20 years of experience in government and public policy, Spiro served in federal government most recently as associate director for health programs at the White House Office of Management and Budget (OMB). As the chief health finance official of the federal government, he oversaw all health care spending, including more than $90 billion for the Department of Health and Human Services and tens of billions in COVID-19 funding. In addition, he led the policy review of all health care regulations and Medicaid waivers at OMB. In the U.S. Senate, Spiro helped draft the coverage provisions of the Affordable Care Act for the Health, Education, Labor and Pensions Committee.

Before serving in the Biden administration, Spiro’s advocacy at American Progress was widely credited as helping to save the Affordable Care Act from repeal.

Originally from New Hampshire, Spiro began his career in policy after graduating from Princeton University with honors. He also holds a law degree from the University of Virginia School of Law and is a member of the bar of the Commonwealth of Massachusetts.
